A decision chart fixes two indicators first: the day stem stands for him, the hour stem for the move itself. Everything that follows comes from where those two palaces sit, and how they relate.
His own palace was strong. The day stem sat with the Leader and the Life Door, a position of real force on this board: firm footing, resources in hand. On that count he had what the move required. The chart never took issue with the man himself.
The palace of the matter was clouded. The hour stem sat with the Black Tortoise, which governs concealment and unreliable information; the same palace formed a wealth-draining structure, resources going out and none returning. The reading was blunt here:

He read it, weighed it, and went anyway, for reasons of his own. The analysis did not decide for him and could not have stopped him. What it did was set out the shape of the thing before he moved, while he still had the choice.
